A serial rapist who used his position with the Metropolitan Police to intimidate his victims has been fired.

David Carrick, 48, confessed to dozens of rape and sexual offenses against 12 women across two decades.

Carrick was terminated at a misconduct hearing on Tuesday morning.

Hywel Jenkins, counsel for the commissioner, stated at the hearing that the crime was “heinous, targeted, and planned”. And that the impact on the victims and their families could be described as “catastrophic.”

Assistant Commissioner of the Metropolitan Police Louisa Rolfe stated at the hearing that she did not doubt that Carrick’s acts constituted gross misconduct.

She stated, “Carrick’s many convictions for multiple major offenses disgrace the police and erode public confidence in them.”

Carrick did not attend the hearing, did not react to the disciplinary allegations, and did not have legal assistance.

He served as an armed officer in London with the Parliamentary and Diplomatic Protection Command until he was detained in October 2021 and suspended from duty.

His offenses, which included 24 counts of rape, lasted from 2003 to 2020, and most took place in Hertfordshire, where he lived.

Carrick, from Stevenage, met some of the women on dating services. He controlled what they dressed, what they ate, and where they slept and even prevented some of them from communicating with their children.

The Metropolitan Police Department issued an apology when it was discovered that between 2000 and 2021. Carrick was investigated for nine instances, including allegations of rape, domestic violence, and harassment.

At the hearing on Tuesday, the assistant commissioner stated that the public’s response demonstrated that his actions had “severely eroded” public faith in the police.

Ms. Rolfe noted that the case had harmed the public. Especially women and girls who are less inclined to “come out and disclose being victims of criminal offenses.”

Sir Mark told: “What he’s done to his victims is truly awful. Their bravery in speaking out is very amazing. However, we have failed London; he has been a police officer for 20 years.

“Through a mixture of weak rules and weak decisions, during those 20 years we lost opportunities when he joined and subsequently, as behavior came to the fore, we should have removed him from police.

“Whether it would have influenced him being a sex offender I don’t know. But he shouldn’t have been doing it as a police officer.”

He acknowledged that it was a “spectacular failure” by his force.

The Met said a total of 1,633 cases of alleged sexual assaults or domestic violence involving 1,071 officers and other personnel were being reviewed from the last 10 years to make sure the necessary judgments were made.

Former Victims’ Commissioner for England and Wales, Vera Baird, who resigned from her position this year, stated. “The Metropolitan Police appear incapable of not employing and retaining some truly terrible individuals.”

Monday at Southwark Crown Court, Carrick pled guilty to six charges, having admitted to 43 others in December.

His sentencing is scheduled for February.
