- Vennells returns CBE amid scandal
- Sub-postmasters’ lives disrupted
- Ongoing investigation into Horizon
Ms. Vennells was under increasing pressure to return her honour in the aftermath of the Mr. Bates vs. The Post Office television programme.
Former Post Office director Paula Vennells will immediately revoke her CBE in light of the Horizon IT scandal’s repercussions.
The controversy resulted in the acquittal of numerous sub-postmasters and sub-postmistresses.
The public became aware of the Horizon issue subsequent to the broadcast of the ITV drama Mr. Bates vs The Post Office, which refocused attention on the controversy.
Over 700 Post Office branch managers were found guilty between 1999 and 2015 due to the fraudulent Horizon software that created the appearance of money missing from their locations.
Ms. Vennells issued the following statement: “I anticipate providing testimony in the coming months and continue to support and cooperate with the investigation.
I have thus far refrained from making any public statements regarding the matter. I deem it unsuitable to do so during the ongoing investigation and prior to the presentation of my oral testimony.
“However, I am cognizant of the pleadings with sub-postmasters and others for the return of my CBE.”
“I certify that I have listened and that I am returning my CBE immediately.
Reflections on Horizon Scandal Fallout
I profoundly lament the profound anguish inflicted upon the sub-postmasters and their families. Whose lives were ripped apart by unwarranted accusations and prosecutions stemming from the Horizon system.
With the utmost intention of continuing to assist the investigation, I shall refrain from delivering any additional public commentary until its resolution.
The investigation, which has been ongoing since 2020, is scheduled to resume hearing testimony on Thursday. In the coming weeks, former and current employees of Fujitsu and the Post Office will be questioned, among others. The faulty Horizon software was developed by Fujitsu.
Cabinet Office minister John Glen stated, It is critical that those responsible for this tragic miscarriage of justice be held accountable. The return of Paula Vennells’ CBE is a just action that upholds the honours system’s integrity.
Kevan Jones of the Labour Party expressed “bewilderment” at the government’s response, given that Ms. Vennells was nominated for the award in 2019.
Former Conservative MP and campaigner on the Horizon controversy Lord Arbuthnot stated that he would not have accepted the honour in the first place if he had been in Ms. Vennells’ position.
“Paula Vennells, of course, was among the many individuals who behaved extremely inappropriately,” he stated.
However, I am content with the current development as it allows the sub-postmasters to shift their focus towards the broader context.
Define Paula Vennells
Although forfeitures of honours are exclusively permissible to the King, recipients have the option to voluntarily renounce their own.
In order to have the monarch rescind their title, they must not use it to refer to themselves.
Ms. Vennells worked at Whitbread, Unilever, L’Oreal, Dixons, and Argos before becoming Post Office group network director. She joined them in 2007.
Additionally, she holds the sacrament of Anglican priesthood.
Post Office CEO Ms. Vennells was appointed in 2012, the same year the organisation commenced operations independently of Royal Mail, which was subsequently privatised.
Since 2000, the Post Office has initiated legal proceedings against sub-postmasters and sub-postmistresses. During the year Ms. Vennells assumed leadership, the organisation initiated an inquiry into accusations pertaining to the Horizon system.
Five years later, in 2017, a staff group successfully petitioned the High Court against the Post Office.
Ms. Vennells resigned in 2019, the same year she received her CBE, amid rising criticism.

Post-Scandal Accountability and Inquiry
A judge’s 2019 ruling stated that the convictions of sub-postmasters and sub-postmistresses should be overturned. This prompted Ms. Vennells to express her “sincere apologies for the distress that was caused.”
Throughout the scandal, Ms. Vennells has not been the only individual or organisation to have been criticised for her conduct.
During his tenure as postal minister under the coalition, Sir Ed Davey has encountered pressure to tender his resignation. He claimed that the Post Office engaged in a “conspiracy of lies” on Monday.
If Fujitsu is determined to be culpable for the scandal, it will be “held to account, whether legally or financially,” according to the spokesman for the prime minister.
“The current Post Office Horizon IT statutory inquiry is examining complex events dating back more than two decades to determine who knew what, when, and what they did with that knowledge,” a Fujitsu spokesperson said.
The study has highlighted Fujitsu’s remorse for the postmasters’ and their families’ suffering.
Fujitsu is fully committed to helping the investigation understand and learn from the occurrence. Further comments at this timewould be unsuitable for Fujitsu in regard to the inquiry process.
