The dog walker described the instant he saw the wallpaper of Ms. Bulley and her partner Paul Ansell on his phone. The last time the mother of two was seen was on January 27. And the police’s “working hypothesis” is that she slipped into the River Wyre.
The dog walker who discovered Nicola Bulley’s phone on a bench on the morning of her disappearance explained that he believed “this is not right” when he saw the device.
Speaking to the media for the first time, the dog walker, identified as Ron, described the instant he saw the wallpaper of Ms. Bulley and her partner, Paul Ansell before the police were notified and the mother of two was reported missing.
The dog walker said he provided a complete statement to the police after discovering Ms. Bulley’s phone on a park bench around 9:30 a.m. on January 27.
Someone else last spotted Ms. Bulley in the park at 9:01 a.m.
Ron, pondering the three weeks that have passed since Ms. Bulley’s absence, remarked, “Every day something new emerges, doesn’t it?”
He was unfamiliar with Ms. Bulley, but he recognized her canine Willow.
“I had seen both Willow’s owners walking this dog in the past. But I did not know their identities,” he explained.
When Ron first discovered the phone, he believed that “someone had gone to the bathroom.”
He continued, “When I reached this red brick structure, I thought, ‘This is not right.’
“Thereafter, it was simply a succession of events, you know. Because of the wallpaper on the phone. We were able to identify the pair, and [her partner] Paul arrived at the school.
