Four found dead near Norwich; details of ‘confused’ 999 call

Bartolmiej Kuczynski was discovered deceased in the company of two young females, speculated to be his daughters, aged twelve and nine. Additionally, Kanticha Sukpengpanao, aged 36, was discovered at the residence.

Last week, four bodies were discovered at a residence near Norwich; police have identified them.

Following public concern for their well-being, Bartolmiej Kuczynski, 45, Kanticha Sukpengpanao, 36, Jasmin Kuczynska, 12, and Natasha Kuczynska, 9, were located.

It was revealed over the weekend that despite a male from the Norfolk address where the four bodies were discovered placing an emergency 999 call at approximately 6 am on Friday, no police response was received.

The individual expressed concern for his mental health during the phone conversation, stating that he was confused. However, the police advised him to seek medical attention, according to a report by the Independent Office for Police Conduct (IOPC) watchdog on Tuesday.

Near Norwich’s Allan Bedford Crescent, officers discovered the remains of a father and two young girls, believed to be his daughters, at approximately 7:15 am, over an hour after the initial distress signal, after forcibly entering the residence.

Before 7 am, they were notified by a public member concerned for the well-being of those inside.

Following post-mortem examinations conducted on Sunday, it was determined that both the woman and the male perished from stab wounds to the neck.

Each of the four individuals was discovered to be injured.

Tomorrow, post-mortem examinations will be conducted on the two females, according to the police.

On Sunday, detectives issued a statement confirming that no one else was being sought about the incident.

Jasmin was characterised as a “very, very sweet girl” by Nina Crisan, whose son befriended one of the daughters.

She said, “As my son would say, she exuded an aura of tranquility and coolness.” “She was just a lovely, lovely, lovely kid.”

And she stated that the incident had stunned the local populace to the “utmost degree.”

She continued, “This community is extremely close-knit. Also, despite not knowing each other personally, we all have a certain degree of acquaintance through the children or dog walking.”

Norfolk Police has referred to the IOPC regarding the call that occurred at 6 am, “to which no police resources were allocated.”

IOPC regional director Charmaine Arbouin elaborated on the phone call. “Norfolk Constabulary determined that the individual dialled 999 to contact the force on January 19, just before 6:00 am.”

During that call, the man expressed concern for his mental health, stating that he was experiencing confusion.

“Medical advice was given to him, but the police did not respond.”

“A dog walker contacted the police at approximately 7:00 am, expressing concern for the well-being of individuals inside the residence.

“Officers attended shortly after and, tragically, found the man, a woman and two children dead.”

Additionally, Norfolk Police stated that it would conduct an investigation. They would determine whether the officers’ interaction with the individual was “appropriate and consistent with force policy, training, and procedures.”

The force informed the IOPC when officers visited the property on December 14, 2018, to investigate a missing person.
