Members of parliament have cautioned that the complete impact of the Online Safety Act, which was enacted to enhance protections for minors, might not be apparent for a number of years.
According to an Ofcom study, children first encounter violent online content in primary school and come to perceive it as “unavoidable.”
Each of the 247 children with whom the watchdog spoke reported witnessing verbal discrimination, adult-only video game content, or combat.
The most prevalent means by which they encountered the content was through group conversations and social media, and many claimed to have viewed it prior to reaching the sites’ minimum age requirement.
According to the study, the sharing of videos depicting school battles was commonplace among many children.
Others reported witnessing more extreme forms of violence, such as gang activity, but much less frequently.
Some children aged 10 to 14 reported feeling pressured to watch violent content because they found it “funny” and because they feared social isolation if they did not.
Teenage males were the most likely to share such videos, according to Ofcom, and they frequently did so to “fit in” or gain popularity by attracting comments or likes.
Some children reported encountering violent content through newsfeed posts from acquaintances or what they termed “the algorithm.”
Many individuals felt powerless over it and, at times, experienced distress, fear, or anxiety.
According to a second study conducted by social research agency Tonic and Ipsos on behalf of Ofcom, young people who had encountered content on social media concerning self-harm, suicide, and eating disorders deemed it “prolific.”
According to the research, this constituted a “collective normalisation and frequently desensitisation” of the problems.
While some children reported that it exacerbated their symptoms, others stated that it enlightened them to alternative self-harm methods.
The National Centre for Social Research and City University found in a third study for Ofcom that cyberbullying occurred wherever children interacted online, with direct messaging and remark functions serving as the primary enablers.
Certain children reported experiencing cyberbullying in group conversations to which they had been inadvertently added.
Ofcom identified a shortage of confidence and trust among children in reporting their concerns as a central theme in all three studies.
Some individuals who did so reported receiving generic messages frequently, whereas others cited concerns regarding their anonymity or the complexity of the reporting process.
Protesters have consistently advocated for greater measures from social media companies to shield children from exposure to detrimental content.

Additionally, the mother of the adolescent who was murdered, Brianna Ghey, has stated that mobile phones designed for children under the age of 16 should be mandatory in order to safeguard them against online dangers.
Passed the year prior, the Online Safety Act mandates that providers of online services reduce the quantity of harmful and unlawful content.
A parliamentary committee, however, stated last month that the benefit might not be realised for some time, given that the law’s complete implementation was not scheduled until 2026.

Its report also noted that Ofcom would be incapable of responding to individual complaints and could only intervene if “systematic concerns” were raised regarding a provider.
In response to the recent studies, Gill Whitehead, director of Ofcom’s online safety division, stated: “Children should not perceive extremely harmful content as an unavoidable or inevitable component of their online lives; this includes material that promotes self-harm or depicts violence.”
